The limit is per organization and depends on its plan.

Clients don't count: they open your projects through their own link.
What takes a seat
- Everyone in the organization, you included, whatever their role.
- Every invitation under Pending invitations, expired ones too, until it's accepted or deleted.
Deactivated members don't take a seat. The count, for example 2 / 3, is next to the Team heading in Settings, which only admins see.
When every seat is taken
Invite member is greyed out. To free a seat:
- delete a pending invitation, or
- click next to someone and choose Deactivate.

If your organization goes back to Free
Nobody is removed, and pending invitations can still be accepted. You just can't invite anyone or use Restore access until fewer than 3 seats are taken.
